Divine Governance has always been based on Monarchy, not a Democracy ruled by 10+ different rich families constantly fighting each other, and triggering group riots. Why is it that nations ruled by Kings are so prosperous and stable today? No matter how land-locked a kingdom is, with a well-mannered and submitting population, the barakah comes to them. If no monarchy, then it’s left to the people to deal with demonic influences from all directions.
